Rent exploitation, when tenants are overcharged in rent relative to the value of the property in which they reside, is one way landlords contribute to high rent burdens in low-income neighborhoods. Building on new ways of measuring rent exploitations, the Equity Center collaborated with the Data Justice Academy to undertake a study of rent exploitation in the Charlottesville and Richmond regions.
Two Data Justice Academy students from the inaugural class of the School of Data Science Data Justice Academy program – Kayla Campbell and Sokona Mangane – were mentored by Michele Claibourn as they derived measures of rent exploitation and analyzed how these are related to rent burden, poverty, and the racial composition of neighborhoods. The students presented their work at the Data Justice Academy poster session in August, and again at their home universities. The Equity Center team is working to incorporate this context into our understanding of housing instability and tool for preventing evictions.
